That's an F head. IOE (Intake Over Exhaust). Funky, but they run well. The extra height from the overhead intake valves/rockers/cover necessitated the 'high hood' on the 3B's. Exhaust valves are in the block like a flathead (such as the Go Devil flathead four replaced by the Hurricane four).Yep.

my old cj2a with the flat head 4 had a real deal head bolt heater, one head bolt was removed and a heating element replaced it, it had a two prong electrical plug sticking out of it. If you kept it plugged in all night, and had a good battery, you could get it to start in below 0 temps. You could measure the cranking rpm’s with a egg timerI "think" they were all 6V until the CJ5 was introduced
